their daily work. The plans themselves would, of course, be essentially a matter for discussion between the Governor and our Ambassador, but the sort of thing we had in mind was arrangements for periodic visits by selected officers of the Hong Kong Service to Canton or Nanking under the auspices of the Consulate and Embassy respectively, with the object of bringing those officials into contact with the staffs of the Consulate and Embassy and suitable Chinese officials. This would presumably entail some hospitality which the Hong Kong Government or the individual officers would no doubt wish to return at some future date. There is also the possibility of making a knowledge of Chine and its inhabitants a condition of promotion in the case of the younger officers of the liong Kong Service, but this would, of course, be very much a matter for the Governor's discretion.

5. I should be very grateful if you would let me know whether the Foreign Office agrees with Sir Mark Young's first recommendation in favour of the second- ment of a Foreign Service officer to the Government of Hong Kong for a period of three years and, if so, when an officer is likely to be available for this purpose. At the same time we should be glad of any Foreign Office views on the other two recommendations.
